• find the wattage your power supply unit provides (Just google it)
• find the wattage your GPU/CPU consumes (again, google)
• add ~50 to that number, if its less than what your PSU provides, you need to get a new PSU

also sorry to have you do this again, but can you describe the issues you were facing here ? one of the tech mentors (more knowledgeable than I am) can help you out better

AMD's TPM is usually fTPM or something similar

Also TPM shouldn't have any effect on your GPU, nor can windows just turn it on, so it's more likely something's broken-ish.
