  • find the wattage your power supply unit provides (Just google it)
  • find the wattage your GPU/CPU consumes (again, google)
  • add ~50 to that number, if its less than what your PSU provides, you need to get a new PSU
#

No PSP is not TPM.

AMD's TPM is usually fTPM or something similar

Also TPM shouldn't have any effect on your GPU, nor can windows just turn it on, so it's more likely something's broken-ish.
