Copying the entire C:\Users folder should get most of it unless you saved personal files outside of the Downloads or Documents folder. And then you could grab %APPDATA% folder for good measure I guess in case there are some save game files in there

Then save whatever else on it you can't simply redownload later. Make sure there are no like save folders for games in your steam folder or something

generally C:Users folder is aplenty for personal files, as it has ALL common directories (download, documents, desktop, etc)
I just copy paste my C: Users for every backup, gotta buy another external drive for future shiet

%APPDATA% can be useful as well bc you can restore app preferences after reinstall as long as you use the same file paths etc. then you can paste that back in. Also I've known a few SP games that don't use steam cloud and the save files were in appdata instead of Documents/My Games
