as for the drivers, i have had my 6900xt for 2 years now.
it happens that drivers release and they can bring all sorts of annoying issues with them. usually in those cases there will be some older driver that works better though.
this however can conflict with games that force you to update your drivers before letting you play, which isnt often, but happen 3 times for me.
i can say though that it has become A LOT better in the recent months. every now and then a new driver releases that fucks up something, but the next update usually fixes that again.

I've used an rx 550, rx 590, and the radeon VII all on dual monitors and never had issues

That being said, my nvidia gpu has started doing this when booting, sometimes it goes away, sometimes I gotta unplug the cable and put it back in. Hopefully the issue is just the cable
