What in the actual mother of fuck is going on with my PC

I'm reading a manhwa but now it's autoscrolling all the way to the bottom of the page and if I scroll up it goes straight back to the bottom and if I change tabs to YT the song I'm listening to repeatedly pauses and unpauses itself and I can't open anything from my Windows taskbar because it minimizes itself as soon as I click on the icon

All of this stops if I use alt-tab to open Discord on my second monitor but it starts again the moment I close or minimize Discaord
