macos: if you don't use mdm you can use 'screen time' to do one of two things:
- "downtime" to totally disable installed software that is not in the "always allowed" list... but "downtime" also blocks safari and there's no way to add safari to the "always allowed" list
- "app limits" but there's no way to add a '0m' app limit, you have to allow at least 1 minute of usage (rofl)
Oh yeah, and for security reasons you can't delete any of the programs that come with MacOS
including mail.app 😄 unless you disable SIP
and the imac refuses to boot into recovery mode with any of the keyboards I have laying around -_-

actually you can't delete the default apps because when you go to /volumes/<your hd>/Applications, it's loading both your applications folder and a read-only folder in /System/Applications, and the /System folder is a separate read-only volume and if that is modified the computer won't boot 😄

Generally speaking if your GPU is underutilized it means one of two things:
-
The game is CPU bound.
-
You have a CPU bottleneck.
In the case of Starfield the game falls into the 1 category and in your case its 2 as well since the 3900x doesn't have good IPC anymore.
Has nothing to do with power targets.
The game is also massively unoptimized right now.
As you can see the game is CPU bound even at 1440p.
If we wait for more optimization and some driver revisions, I think it will get better, but the game is not in a good state right now in terms of performance/optimization.
There are DLSS mods on NexusMods that may help relieve the issues some are having.

also the standard fan type usually looks like a static pressure fan. Thats why you can still get some decent airflow out almost any decent regular fan on a radiator
part of that is just the simple fact that a high cubic feet per minute on a fan is misleading because it assumes there's no obstructions and realistically your case is going to have obstructions so a static airflow fan can be just as good as a high cfm fan
