try and power on the psu without anything, then continue plugging stuff in one at a time until it no longer powers on, this will allow you to see what the problem cable is

go in your tower, unplug everything except the cpu and the power ofc, power it on, see if it turns off with the click sound, if it doesn't, turn off the psu and add a cable, then power it on again
and repeat until you find the problem cable
that is unfamiliar territory to me though
but narrowing down the problem is basic troubleshooting in most areas so it should work here

And short the two pins with a clip, you won't get shock I promise. Even if you get the wrong pin

Sounds safer than shorting the wire with a paper clip while it’s plugged in
it helps to have jumper wires but yea, paper clip is fine. Just do it when the power supply is off
this is one nice thing about evga, they often send a little plastic plug that has the jumper pin inside it lol

have you make sure the bios update didn't reset any performance/boost settings?
have you verified CPU frequencies are maintained at the same level, before and after the bios update?
have you reset bios to default and reconfigured it again to make sure settings are clean and correct?
a bios update, generally wont just take away a chunk of performance unless its changed some setting which controls how the CPU behaves
