in blueprints it says that its permanet but is it perminatly enabled or only when you have the game open?

If you have used an cheat command after enabling then it is turned on forever. for that save...
If not, then you can restart the save and it is off

cheats are disabled when you reload the save, it's the cheat flag that stays permanently on the savegame
