its because your doing it wrong
if 2 cutters output a full belt then you put it into 4 cutters not 2
oh and also
I have 4 cutters to a full belt
so I thought using 2 with both halves would be enough
combining 4 cutter outputs produces a full belt, so you still need 4 cutters to process that
So is this design lossy, or should I be using 8 belts to output here?

it's 4 to a belt I'm putting 1 belt into 4 and combining it back into 1. Should I be using 8 of them off one belt?
okay ill say this from one belt of {RRRR} in this situation you can make two belts of {R-R-}
you should be having 8 belts of output here as you're doubling the amount of output belts by halving the number of quadrants per shape
Was this the right fix or is it just going to be half efficient belts?
This is the right way
another way of thinking about it that might help you is to use the 'buildings per belt' stat not as buildings per belt but connections (input/output) per belt, so here you have 4 swapper outputs per belt so it's correct
