This build does use 3 floors to weave the belts. Note: stackers are in pairs of 5, make sure that the stackers required for your save is 5 or less, else it will not run at maximum efficiency.

I also have a variant that accepts 24 belts and outputs 12, which is just simply a 2x1 foundation and one of the modules extracted out of it, and then feeding it back to the main line. I often use this one actually because I can just feed max belts into it with ease, haven't come up with a compacter design (If even possible).
