It does, that's why I got 2 fragments, the other one is from finishing the Rood main quest which is guaranteed I guess.
The droprate is abyssimal though, it's kinda on the level of Gathannan, maybe not that bad since I got 1 fragment from 50 stags.
But anyway since it was not in the patch notes I think this was an unintended change.

Aren't two fragments given for quests? And the third one is just wandering around.
