With all the sieges, named enemies drop the item you need to proceed
Once you cross you get a torch, then light it, then attack the balloon

Boss drops a thing, you attach that thing to the rope place, then it works as normal.

weird... the boss strangly seems either absent, or didn't drom the item..

Go on the cart, will have an interact prompt, then use ranged attack/throw to shoot the grappling hook across and you'll automatically jump on

yeah the grappling hook item should have been dropped close to where the boss died, you need to put that on the cart and once you do you'll be able to use a ranged attack to shoot it towards the other side and then zip across.
