The boat is in water to shallow to move, surrounded by broken meshes, there is no way in or out its inside a sealed cave, as such its more likely to be a prop for a cutscene.
We found the same things in Castle Kearnhold, castle itself is almost totally made of broken meshes, however with a little creativity we where able to get to the room the opening cut scene was filmed in.
