I dont know why they said "you dont get penalized for not meeting requirement". Bottom line if I dont meet the requirement im doing less damage.
The new system is more limiting than freeing. I feel locked into grace if I want to use bows, or courage if I want to use polearms. And as for armor I have to wait till I set my stats then just see which armor piece I get the best bonus from. Weapons need more attention since we at least have transmog for armor.

The game is probably fine with just the stat scaling without the minimum requirement. The only reason it has both is because souls games have both.
