After trying to do the Waste Bear fable with a friend, we happened to pick up the required sap before the objective pointed us there, so it's no longer there to be picked up to progress the quest.
Relogging, waiting or trying in solo have not fixed it and thus the game is in a permanent state of being unable to continue the fable, but also not spawning any tales because a fable is active.
