Same, completed 3 3 stars and and not gaining xp, and not at cap.

According to in game chat, there is a 16k daily limit (not explained in game AFAIK), which is probably the issue for myself at least.

Same. I'm currently trying to raise my Enclave Level. Upon spending Encalve Points to raise the Level of the Enclave, my points didn't return to 0 upon points being rewarded. I was able to get all the way up to 50k points and now I unable to receive more. I have even confirmed this by heading back to the Encalve HQ (Roses in this case) after completing a 3 star bounty and my points there are still at 0 afterwards.

As far as the 16k daily limit is concerned I haven't actually seen that listed anywhere other than players talking about it in chat.
