I've gotten Virdigris and Vetch as well as Forgetfire pieces from 2* tales at this point.

Either the patchnotes have gotten 1* and 2* mixed up, or you've accidentially copied the 1* reward pool into the 2* one. I'll go test now.

Update: Just got a Bog&Myrtle from a 1* Tale. So the Patchnotes got the 1* and 2* rewards mixed up

Confirming I was also getting R1 rewards from R2 tales. Tested R3 and they seemed OK. I was doing the Kith takes.
Update just got a Forgetfire fragment from a R1 tale. OP is correct they're reversed.

I got Vetch from a T2 tale which supposedly should be T1

Just got a Needleseye fragment from a T3. Basically, none of the information in the patchnotes about the tale rewards is correct.

maybe it's didn't apply. 2's adn 3's could drop it previously, just was really rare.
