It was never patched, it’s just something you can do if you put the effort in to learn it, though sometimes (seemingly at random) it becomes much more difficult, and other times it becomes much easier

it is a thing, its a skill that is meant to be learned
the current implmentation is intentional, it requires you to learn how to do it (just like aiming or movement) to get good, calling skill based features "only for chronic gamers" could be used against games that require you to aim lol
