For example, there will be several levels:
Default: private construction 10 m
2 level: 20 m + service discount 5% + additional line for resources. Upgrade cost 500 scrap + 500 metals + 5 metal sheets
3 level: 30 m + service discount 10% + additional line for resources. Upgrade cost 1000 scrap + 1000 metals + 10 metal sheets

It will be possible to get it if there is no foreign territory around.

I think it’s a good idea, but I can put it in the backlog for now.
