If i could change the scout system i would split it into two. One for the banner uma and the other one for general umas. The former's pity should be reduced to 100 - 150. For the latter scout, it has no expiry and the pity costs 250 - 300 pulls but you can select any uma/support card.
It still forces players to get the new banner umas but it gives other players the choice to get what they want for a higher price.
