In order to keep the number of Items and Locations the same for regionsanity, I put in one extra location for every reason to balance out receiving a pass. The extra location is a freebie you get when you finish the whole region. So Castle Sequoia region completion... is asking you to get every single check in the whole castle lol. RIP to the flippers.
