Lv1 shield is needed for a few enemies, and blocks progression in tail cave and anglers tunnel. Lv2 shield is needed for the flamethrower guarding turtle rock, but that can be cheesed easily with medicine

note that, as of very recently, vanilla AP allows you to mark your hinted items as "No Priority", "Priority" or "Avoid", and should already be defaulting to Priority for manual commands like !hint and No Priority for auto-hints

I only became aware cheesetracker existed after this "hint priority" feature was released, so when I looked around the cheesetracker site I couldn't find anything useful, though it also seems to have fifty thousand things going on so maybe I missed one
