well, the way it works today, "lower progression_balancing" for a player means that player gets stuck more often, but I think that's unrelated to how often others would get stuck on them?

I think the only ways to "avoid getting blocked on <player>" would be to exclude_locations a massive portion of their game (which might just break in other ways), or simply bring less game / fewer locations in the first place (today AP doesn't try to balance items among slots, so if you have X% of locations you'll typically get aorund X% of prog items, and every other kind of items)
