IIUC there is simply not the space in Japanese homes to have a dedicated area to have a PC permanently setup in a family home unless someone's work requires computer use. When the PC's off that's valuable space that can be used for other things. Japanese homes are like American ones in the 90s, where an entire household shared a computer rather than having one device per family member.
And nowadays even if a family does have a computer it's a laptop, also for space-saving. You can tuck a laptop away when not in use. Not the case with a desktop.

They're chill chatting streams where she shares what's going on in her life and chats with the community and her friends.
