I always thought it was weird that Tentacool and Tentacruel aren't in Scarlet and Violet when Toedscool and Toedscruel evolved to resemble them, and it turns out there's actually a very interesting reason for that. There were originally going to be new Pokémon that resemble Magikarp and Gyarados in the Pokédex slots of Toedscool and Toedscruel.
Even though any graphics of them have been completely scrubbed from the games, Toedscool and Toedscruel's internal names in the game code still refer to them. They're called Okakingu and Okagyaradosu there, which basically just means Hill Magikarp and Hill Gyarados.
