I do think Toxic having more limited distribution is a good decision, although I wouldn't say I agree with everything that does and doesn't get it. There's really no reason for Umbreon to be unable to learn Toxic when it literally sweats poison and is almost nothing without that move.

You can try to Wish pass with it, but Vaporeon does that infinitely better by virtue of being a bulky Water type with much higher HP than Umbreon. An Umbreon without Toxic is just dead weight.

The canon reason for being unable to battle with your dragon until you beat the final boss is because it literally has PTSD from a traumatic fight that it has to overcome. Scarlet and Violet's story is crazy.

Now that I have cleared the game I have some stuff to say.

1. Overall I honestly love the game, swear to Celestia one of my favorite Pokémon games ever. I understand the complaints against it but my personal enjoyment honestly make a lot of those complaints and problems go away if they bothered me at all in the first place.
2. With how battle-crazed Nemona is, I wish there was something where you could call her to battle at any time. You have a damn phone, but you only get calls on it. This wouldn't even be a new mechanic--previous games allowed you to call characters to challenge them.
3. Running around in Area Zero with the crew felt really fun and I wish there were side quests or something where you deepened the bond with your various pals in pair, trio, or quartet outings.

I know Pokémon is about the, y'know, Pokémon, but SV started fleshing out the people more and it felt really nice and I would have really enjoyed being able to cultivate deep friendships and even romances between your character and allies.

I may also be spoiled by other JRPGs and because this game played like many other JRPGs I started feeling it more

Besides the fact that they both have super solid endgame teams, I think the main reason Nemona and Arven are so tough is because they use Stealth Rock. The passive damage from it and the pressure it puts on switching is brutal.
