when u waitin for the one flyin person grab the low level one so u can murder

Basically, the way it works, is that when you kill certain kind of mobs, a fate spawn

And then that fate goes on cooldown for that instance for around an hour

Certain mobs only spawn when it's night, or when a certain weather happens

So if you need to kill those specific mobs to spawn the fate, you need to wait for those conditions

The tracker tracks when that condition will happen next, so players can coordinate to spawn those fates

And also usually a player will be in charge to update the trackers to keep track which fates already popped so people don't try to spawn a fate while it's on cooldown

Also you need to be at the elemental level of the fate to obtain the rewards

You can also exchange crystals for the feathers to an NPC so you can theorically never do that fate and focus just to accumulate crystals

It does take a LOT of crystals tho, so if you can do the fate, it's quicker

There is a discord where they do broadcast when they are doing one, and the Eureka community is usually very cool and they wait 5 minutes before pulling so that's usually enough for logging in.

As I said before you can exchange 300 protean crystals for a Pazuzu feather at the Expedition Birdwatcher npc so just farming crystals will eventually get your feathers

Also fun fact that I've learned today (after the third week of Eureka). You can exchange Anemos crystals you get from notorious monsters into Protean crystals needed for the relic. I was worried how I would ever get enough crystals to progress the relic, but it turns out that after the exchange I already had enough. Now I only need three feathers (or 800 more crystals for the feathers).

To give you some food for thought of what you know so far about crystals in general.
Not the WOL crystals only.

In ffxiv crystals can essentially be batteries for aether, crystallised energy (crafting crystals), or USB sticks for memories or other info (job crystals for example)

Mind you that everything is aether so on paper you could store the energy of basically anything inside a crystal made to store aether, it's how you could use white auracite to trap an Ascian soul a few expansions back.

for now im tryin to find bard equivalents as best as i can

One thing I like to do, you may have noticed that tank and ranged DPS can interrupt while melee DPS and Magic DPS have that skill that lower the enemy magical or physical damage.
I like to put these 4 skills in the same spot across classes since they don't conflict

And it's nice to have the muscle memory across all jobs

Also all 3 ranged physical have (or eventually get) a partywide mitigation buff

Apart from that, IDK if it's easy to find bard equivalent skills for DNC, they are pretty different

I do put Standard Step and Technical step in the same spot I put the bard songs so there is that

You kinda need 4 slots for normal attacks, and 4 spots for the AOE equivalent

And then an extra 4-6 for procs or stuff like that

yeah pairin the exact same skills is a given. this slightly falls apart when i stuck gap closer for monk on shift e but thown attack on tanks is also on shift e. now what do i do for example for ninja where i have both thrown and 'gap closer' the answer is die today bc instead of throwin dagger i rushed back into the boss' aoe bc i forgor i changed my hotbar placement

Yeah I generally put the throw attack in its own place and the gap closer in another

With MNK I have six sided star in the same place of the throw attack since it kinda fulfill the same role

alas monk bein my first class didnt prepare me to consider throwin skill since there isnt any
