Some of it is that there are more varieties of machines and where they stand compared to what the devs have on hand and what they can immediately test and diagnosis. Some folks are really abusing their hardware to make games run when they honestly should not.
Those aside, a lot comes down to release for cash versus forever holding on, studios showing one thing and releasing another, bad patches or misplaced updates (that sunk Sword of the Stars 2 for example), or just pure and simple rush jobs to stop the first example mentioned in this paragraph from happening.

i'm playing some StS, and i have a bunch of class mods installed despite only playinga couple whenever i launch it, because its nice having options. however theres like one or two effects that add the ability to play random cards which draw from all possible cards, and some of these classes are not meant to be used outside of there characters at all and either just completely murder you for using them or just add a bunch of screen clutter

Most people weren't too bothered by the performance issues because of 2 reasons
1: It's not completely unexpected for From Soft games, they are the average japanese developer for that shit, they can't port to PC to save their life sadly so people expecte it.
2: It wasn't dreadful, and the game is pretty amazing, so people more easly put up with it if that's the case.
If I'm playing a game I don't like it running badly is a really big deal, if I like a game a lot I put up with more.
Like...it's pretty normal, after all the Switch exists and you don't really hear people complain about performance despite the fact that a lot of games chug a bit on it
