Bug Report: OpenAI Responses API Significantly Increased Latency
`Steps to Reproduce`

We have started seeing dramatic increase in timeouts using Responses API with background: true across all models and service tiers. We have requests that are using service tier priority and still not completed in 15 mins.

`Expected Result`

I expected flex tier and even default to have longer latency, but priority should never time out.

`Actual Result`

Even priority takes more than 15 mins to be picked up.
