Bug Report: Business Workspace Cannot Edit Per-User Codex Credit Limits — “Hierarchical enterprise spend control
`Steps to Reproduce`
  1. Log into a ChatGPT Business workspace that uses Codex credits.
  2. Navigate to:
    Workspace Settings → Billing → Per user override
  3. Attempt to edit an existing user credit limit override or adjust the ChatGPT seat credit limit.
  4. Click Save / Apply.
  5. Open browser DevTools → Network tab.
  6. Observe failed request response.
`Expected Result`

Workspace Owners on ChatGPT Business plans using Codex credits should be able to:

  • Edit per-seat spending limits
  • Configure per-user credit overrides
  • Modify existing overrides previously configured in the workspace

The settings should save successfully.

`Actual Result`

All ChatGPT seats appear locked at 0 credits and are not editable.
Attempts to modify per-user overrides fail.

The network response returns:

{"detail":"Hierarchical enterprise spend controls are not enabled for this workspace."}

This prevents our team from managing or using available Codex credits.
