Bug Report: I have credits, but Codex is telling me I have to wait or buy more credits
`Steps to Reproduce`

-Buy credits
-Have credits
-Use hourly/daily allowance
-Get told you 'You are out of Codex messages'
-Look at your non-zero credits in your account
-Cry because you can't keep working

`Expected Result`

-Buy credits
-Run out of Codex message allowance
-Codex uses available credits 🤷‍♂️

`Actual Result`

See steps to reproduce. This happens for me multiple times a week.
