Bug Report: UI Bug in API Keys page
`Steps to Reproduce`

Hi, I think the OpenAI API Keys page has a UI bug when listing existing keys. I can't send screenshots here, but the existing one isn't shown at all if only one is active. When you add a new one, it brokenly shows older ones.

`Expected Result`

An existing active API Key should be displayed properly in the list of API Keys. The table column headers should be at the top when there are multiple active API Keys in the list.

`Actual Result`

If there is only a single active API Key, the UI says there is an active API Key but it doesn't appear in the list. If I create a second API key, the table column headers appear as the second row in the table instead of being at the top.
