Bug Report: Message hover issue
`Steps to Reproduce`

Send a message to chatgpt
Hover over your message. And try editing the message / copy the message content

`Expected Result`

The edit / copy button stays visible and clickable

`Actual Result`

Edit / copy button disappears when cursor is out of the message box

`Environment`

Web, chrome 148.0.7778.97 (Official Build) (64-bit)
