Bug Report: Skill Creator / Skill Upload not working

`Steps to Reproduce`

Try to use Skill-Creator with a ChatGPT Business account to create any random custom skill, e.g. asking for the time or weather right now. The new custom-skill is showing on the Skill UI/page and installed.

`Expected Result`

the custom-skill should return an output as expected.

`Actual Result`

Instead of executing the custom-skill, it keeps saying something like:

I couldn’t read skills://custom-skill/skill.md directly, so I’m checking the available skill resource paths before falling back to the local skill directory.
The skill does not appear in the visible skill registry or the local staged skill directory. I’m doing one more connector-level check before concluding it is not available to this session.
I could not run the custom-skill skill end to end because it is not available...
