If I upgrade from my current plus plan to the pro plan and pay the differwnce does the promotion of double codex until may 31 apply?

Yes, the 2x Codex promotion applies to the Pro $100/month plan, and since you'd be upgrading to Pro, you would benefit from it.

Note: The knowledge sources don't explicitly confirm whether upgrading mid-cycle (i.e., paying only the difference) is supported, or whether you'd be charged the full Pro price from the next billing cycle.
