Bug Report: GPT 5.5 Instant Searches the Web when that tool was disabled
`Steps to Reproduce`

Turn off Search the web in Advanced personalization. Then make a reference to a Proper noun like a company.

`Expected Result`

Nothing normal output from its knowledge base.

`Actual Result`

Shows a link with sources as it searched the web as if it the tool was enabled.
