Codex Windows app permission notifications buttons don't work

Bug Report: Codex Windows app permission approval buttons do not submit from notifications

`Steps to Reproduce`

1. In the Codex Windows app, enable Permission notifications under General in settings.
2. Trigger an action that requires permission approval.
3. When the Windows notification appears, click Approve, Approve for session, or Deny.

`Expected Result`

Clicking a permission button in the Windows notification should approve or deny the request immediately.

`Actual Result`

Clicking Approve, Approve for session, or Deny dismisses the Windows notification, but the response is not submitted to Codex. The request remains pending, and you must return to the Codex app/conversation and approve or deny it there instead.

Windows 11 Pro 25H2, latest Codex Windows app
