Bug Report: Sora API not returning video after completions
`Steps to Reproduce`

send video request, it gets to 99% then says 403 forbidden

Request IDs I tried, req_a581a0c73e834745968ac1bb47a45e72 and
req_9f425497658144dbb9d1ccbe65ad7f45

`Expected Result`

the video file returning after successful job

`Actual Result`

it just stays at 99% even though job is completed on OpenAI side

OpenAI is returning 403 Forbidden on the asset download:
“Files [file_00000000efbc7280837843d71f485152] are not accessible"
