Bug Report: Codex via VS Code
`Steps to Reproduce`

Simply try using Codex via VS Code on a machine external to OpenAI.

`Expected Result`

Should load messages and function with replies and actions

`Actual Result`

Freezes or won't connect to server or repeatedly compacts context over and over

`Environment`

Windows 11, now revert back to 21459 to get it to at least function badly
