Bug Report: Codex Desktop may not be switching usage correctly between personal and Business accounts
`Steps to Reproduce`
  1. Use Codex Desktop while signed into a personal ChatGPT account until the Codex usage limit is reached.
  2. Switch from the personal account to a ChatGPT Business account/workspace.
  3. Continue using Codex Desktop in the same app/session.
  4. Run only a small number of tasks, around 2–3 tasks.
  5. The Business account/workspace also reaches the Codex limit very quickly.

I am not sure whether the issue is the actual Business usage limit, incorrect usage accounting, or Codex Desktop not fully swit

`Expected Result`

After switching from a personal account to a Business account/workspace, Codex Desktop should clearly use the Business workspace’s own quota/credits/limits, with no ambiguity about which account is active.

The app should also clearly show which account/workspace is being charged and provide detailed usage/credits information for the active workspace.

`Actual Result`

After switching from the personal account to the Business account/workspace, Codex Desktop hits the usage limit again after only 2–3 tasks. It is unclear whether the Business workspace is actually being charged correctly, whether there is a low Business workspace limit, or whether the desktop app is retaining/mixing some account/session state from the personal account.

`Environment`

Codex Desktop app on Windows 11. ChatGPT personal account + ChatGPT Business workspace. I switch accounts/workspaces inside Codex Desktop after the personal account reaches the usage limit.
