Bug Report: CustomGPT ignores disabled Image capability and generates images
`Steps to Reproduce`
Open CustomGPT editor.
In the "Configure" tab, ensure "Image Generation" is unchecked.
Add strict instructions: "You are a text-only prompt generator. Never generate images."
Prompt the GPT to "Generate a prompt for a landscape."
Observe the GPT generating an image instead of text.
`Expected Result`
The GPT should strictly output text as per the configuration and instructions.
`Actual Result`
The GPT bypasses the disabled tool setting and triggers Imagen v2.
