Bug Report: Apps unavailable only inside Projects across all devices
`Steps to Reproduce`
  1. Sign in with a personal ChatGPT Pro account.
  2. In a normal non-Project chat, confirm apps/tools work normally.
  3. Create or open any private Project, including a brand-new one.
  4. Open a chat inside the Project.
  5. Open the + menu or try calling an app/tool such as @GitHub.
  6. Compare the behavior with a normal non-Project chat.
`Expected Result`

Apps/tools should be available and usable inside Project chats the same way they are in non-Project chats.

`Actual Result`

Inside all Project chats, apps/tools are missing or unusable.
The + menu does not show usable apps/tools, and app calls such as @GitHub do not work.
Outside Projects, the same account works normally.

`Environment`

Personal account, ChatGPT Pro, Thinking, private Projects. Reproduces in all Projects including newly created ones. Reproduces across all tested devices, browsers, and platforms. Already tried re-authorizing GitHub, re-selecting repositories, signing out/in, clearing cookies/cache, and hard refresh.
