Bug Report: GPT 5.4 thinking breaks ai contract - engineering issue

`Steps to Reproduce`

user provides constraints:
sys spcifications for gPU
github url for FastAPI branch
environment - AMD on win 11 with RoCm/pytorch
limitations: only gpu installation solution

`Expected Result`

produce a debug solution consistent with the given constraints

`Actual Result`

5.4 is having bad bad issues. IS inconsistent and not anchoring to constraints inside a workflow:

It avoided to visit completely github
switched the implement from gpu to cpu due to incomplete data ( didnt checked git)
did not informed on aleration
ended up with a corrupting solution instead of a debug.

happend twice in a week.
