Bug Report: Ghost prompts in IDE
`Steps to Reproduce`

Prompts occasionally loop and become ghosts in IDE, the composer and queue is not deduped and generates duplicates from your prompts that can keep retriggering to infinity, draining usage and essentially stealing usage from countless of users, or artificially inflating usage statistics

`Expected Result`

IDE prompt composer and queue should be deduped and never create duplicate prompts or requeue a prompt, essentially never generate ghost prompts 👻

`Actual Result`

Don't drain usage with ghost prompts and inflate your usage statistics
