Bug Report: GPT-5.4 Pro generates multiple images at once instead of a single image
`Steps to Reproduce`
  1. Start a chat using the GPT-5.4 Pro model.
  2. Ask the model to generate a single image.
  3. The model starts generating multiple images (around 10) instead of just one.
    4.Because of the large number of images being generated at once, the system eventually hits a rate limit.
  4. The generation keeps retrying and cannot be stopped until the conversation is archived.

The model should generate only one image when requested.

The model generates multiple images (around 10) at once instead of one, which quickly triggers the rate limit and causes repeated retries. The process cannot be stopped until the conversation is archived.
