The main value proposition would be access to the highest-capability models ("Pro" models) but with (practical) usage caps instead of unlimited access. and a more affordable price in exchange ($30-$50) This would serve users who care more about research-grade reasoning and model quality than about heavy throughput.
I think there is a real part of personal-usage user base who would gladly pay for “better intelligence” without needing the full scale of the Pro plan. I would personally subscribe to a tier like this.
If infrastructure or capacity is a concern, this tier could operate with lower priority than Pro in a queue-like system while still offering practical daily or weekly limits that make it genuinely useful.
