Bug Report: The Prompt Optimizer doesn’t work
`Steps to Reproduce`
  1. I open the link https://platform.openai.com/chat/edit?models=gpt-5&optimize=true or
    https://platform.openai.com/chat/edit?models=gpt-5.4&optimize=true + Optimize button
    or https://platform.openai.com/chat/edit?models=gpt-5.4&optimize=true
  2. I paste the prompt content and select “optimize for GPT-5.4.”
  3. I click the “Pro” option.
  4. I click the “Conflicts”, “Ambiguity”, or “Output format” button.
  5. I click the “Optimize” button.
`Expected Result`

After loading finishes, highlighted changes should appear.

`Actual Result`

After loading finishes, the prompt content is identical—there are no highlights and nothing new appears.
