Bug Report: Frontend Web Bug - "Share Feedback" modal pops up repeatedly
`Steps to Reproduce`
  1. Use ChatGPT on the web (I'm using Google Chrome on Windows 11). 2. Send any message to ChatGPT. 3. Thumbs-down ChatGPT's response and observe the "Share Feedback" modal pops up. Select "Incorrect or incomplete". 4. Send another message to ChatGPT in the same conversation.
`Expected Result`

ChatGPT's next response would load seamlessly. No unnecessary modals should appear.

`Actual Result`

After ChatGPT's response finishes loading, the "Share Feedback" modal pops up again, even though you did not thumbs-down the latest response.
