Bug Report: ChatGPT Business: Image upload/vision analysis blocked after ~2 images
`Steps to Reproduce`
- Sign in to a ChatGPT Business workspace (2 seats).
- Open a new chat in the web app (also reproducible on desktop).
- Upload an image and ask the assistant to analyze it and generate a text prompt (no image generation requested).
- Upload a second image and ask for analysis/prompt generation again.
- Attempt to upload a third image (or sometimes even after the second).
- Observe that image uploads/vision analysis becomes blocked and a banner appears asking to buy credits and showing a re
`Expected Result`

Image uploads for analysis (vision) should continue to work within the Business plan’s normal limits, or the product should clearly show:
- what specific quota/limit is being hit (vision vs file uploads vs tool rate limits),
- how much usage remains, and
- when it resets.

If credits are required for vision analysis on Business, the UI should explicitly label image analysis as credit-gated and provide a transparent per-seat allowance.
`Actual Result`
- After uploading/analyzing ~1–2 images, the workspace is prevented from uploading more images for analysis.
- A message/banner appears stating the usage will reset on a specific date and prompting to “buy credits.”
- Switching chats temporarily allows a small number of additional uploads, but the block returns quickly.
- Billing page shows an “Add credits” option and “Credit usage: 0/0 credits used (100%),” which is confusing and does not clarify whether vision analysis is consuming credit-gate
