Bug Report: ChatGPT Pro: XLSX/ZIP/TXT uploads blocked by “exceeded user limit” while Word/images work
`Steps to Reproduce`
  1. HKT (UTC+8). Start a new day/session. Open a brand-new regular chat.
  2. If you upload any file first (even 1 image or 1 .docx), then upload a small .xlsx (<1MB): it fails immediately.
  3. If you upload only .xlsx files first, ~10–12 succeed, then the next .xlsx fails.
  4. After failure, all .xlsx/.zip/.txt/.csv fail in any new chat; Word/images still succeed.
`Expected Result`

Non-image uploads should follow published caps with consistent behavior and clear reset timing. Uploading an image/Word should not instantly block XLSX. Small XLSX/ZIP/TXT/CSV should upload normally when within limits.

`Actual Result`

Error toast: “You’ve exceeded the user limit” . Word + images upload fine (images ≤10 per action), but .xlsx/.zip/.txt/.csv are blocked. Daily pattern: Excel-first allows ~10–12 files, then blocks for rest of day/session; if upload Word/image first, XLSX is blocked immediately. Latest repro: 2026-01-08 09:13:40 HKT. Started 2025-12-31 ~21:00 HKT; waiting ~12h didn’t help.

`Environment`

Plan: ChatGPT Pro. Region: Hong Kong (HKT, UTC+8). Web: macOS + Chrome. Mobile app also reproduces. Uploads in regular chats (not Projects/GPT knowledge). Files: XLSX 15–600KB (e.g., 1398.HK_2026-01-07.xlsx ~19KB), ZIP ~200KB, TXT/CSV tiny. Error occurs across brand-new chats.
