Sora has different availability for Sora 1 and Sora 2, and also differs between web and the mobile app.
Sora 1 (web only)
- Sora 1 on the web (at sora.chatgpt.com) is available in all OpenAI supported countries, including the EU/UK. [Sora 1 countries]
- This applies only to “Sora 1 on Web,” not to the Sora app or Sora 2. [Sora 1 countries]
Sora app & Sora 2
For the Sora app (mobile) and Sora 2 (the newer model), access is currently limited to these countries/regions: [Sora 2 countries]
- Canada
- Korea
- Japan
- United States
- Vietnam
- Thailand
- Taiwan
If you’re not in one of these countries:
- You can still use Sora 1 on the web if your country is in OpenAI’s general supported-country list. [Sora 1 countries]
- You cannot officially access the Sora app or Sora 2 yet.
To “install”:
- Sora 1: no install; use it in your browser at the Sora web URL (if your country is supported).
- Sora 2 / Sora app: only installable and usable if your App Store / Play Store region is one of the countries listed above.

The knowledge sources don’t mention VPNs directly, but they are very clear about not accessing OpenAI services from unsupported locations.
OpenAI’s policies say:
- You may not access or offer access to the services outside of the supported countries and territories; doing so “may result in your account being blocked or suspended.” [Services Agreement; Unsupported countries]
- The same rule applies specifically to Sora app and Sora 2: they are only supported in a short list of countries (Canada, Korea, Japan, United States, Vietnam, Thailand, Taiwan). [Sora app & Sora 2 countries]
Because of this, using a VPN to appear to be in a supported country when you are not would go against these rules and could risk your account.

For now, you can:
- Use Sora 1 on the web if your country is in OpenAI’s general supported list, since Sora 1 is available in all supported countries. [Sora 1 countries]
- Wait for the Sora app and Sora 2, which are currently limited to Canada, Korea, Japan, United States, Vietnam, Thailand, and Taiwan, with plans to expand over time. [Sora app & Sora 2 countries]
